"If the only tool you have is a hammer, then every problem looks like a nail” says Professor Mick Moore, who presents his compelling critique of contemporary tax reform efforts in sub-Saharan Africa at an event organised by Adam Smith International in Kenya. If current tax efforts are not addressing core issues, what else can be done to improve tax reforms in Africa?

CEO of the International Centre for Tax and Development, Moore argues that poor rural Africans should be taxed less, rich Africans should be taxed more, and local government taxation should be an area of focus for improvement.
