We are delighted to contribute to the 10th Annual Conference of the Economic Policy Research Network, Rwanda, which this year has been organised around the theme Boosting Economic Resilience to Economic Shocks.

ICTD Research Director, Giulia Mascagni, has given welcome remarks, whilst guest of honour this year is Leonard Rugwabiza, Economic Advisor, Ministry of Finance and Economic Planning.

ICTD researchers Fabrizio Santoro, Colette Nyirakamana and Mbakiso Magwape are speaking on the following topics:

Giulia Mascagni

Giulia Mascagni is a Research Fellow at the Institute of Development Studies and Executive Director of the ICTD. Her main area of work is taxation, but she also has research interest in public finance, evaluation of public policy, and aid effectiveness. She is an economist by training, holding a PhD in Economics from the University of Sussex. Her main geographical interest lies in African countries, with a particular focus on Ethiopia and Rwanda.

Fabrizio Santoro

Fabrizio is a Research Fellow at the Institute of Development Studies, and the Research Lead for the second component of the ICTD's DIGITAX Research Programme. His main research interests relate to governance, public finance, and taxation, with a strong focus on impact evaluation methodologies and statistical analysis. He holds a PhD in Economics from the University of Sussex.

Colette Nyirakamana

Colette Nyirakamana is Research Lead for the Local Government Revenue Initiative, and Senior Research Associate at the Munk School of Global Affairs and Public Policy at the University of Toronto. Her research focuses on building the fiscal autonomy of subnational governments across sub-Saharan Africa.

Mbakiso Magwape

Dr. Mbakiso Magwape is a Postdoctoral Fellow at the ICTD. He is an International tax and trade lawyer, researching legal and political issues relating to taxation of multinational enterprises, rule-making, and multilateral trade and tax agreements with focus on development. Prior to joining ICTD he was seconded to the International Beaurea of Fiscal Documentation in Amsterdam. He served as a Principal Legal Officer, Legislation and Compliance at the Botswana Unified Revenue Service, where he drafted tax and trade-related legislation for Botswana, implemented international tax and trade instruments, and represented Botswana as a technical expert at a regional level.

Denis Mukama

Denis Mukama is the Assistant Commissioner for Research, Planning and Statistics at the Rwandan Revenue Authority.
