Managing in-country project support for ‘Traditional Leaders, Taxation, and State Building in Sierra Leone’

 

The Institute of Development Studies (IDS) is seeking a Sierra Leone-based research management company to implement and manage in-country arrangements and payments to service providers for a research project in Sierra Leone. The project will have a duration of approximately 18-months.

The over-all management of the surveys and research project is being carried out by researchers from the International Centre for Tax and Development (ICTD). The successful bidder will not have day-to-day management responsibilities over the in-country staff they contract.

Bidders should confirm intention to submit a proposal and ask any clarifying questions by the 22nd of August 2024. All proposals should then be sent by midnight (BST) on the 28th of August 2024.

Any offer submitted after the closing date or offer that does not comply with the requirements of the request for proposal (RFP) may be considered invalid.

 

Technical Requirements of the Service Provider (Terms of Reference)

The following elements constitute the main responsibilities of the contract:

  • Set up a contract and pay x1 Predoctoral Research Consultant (Candidate already secured), including support for travel and accommodation expenses, and support for visa/ immigration.
  • Set up contracts and pay x6 Research Assistants (Candidates already secured), including support for domestic travel expenses.
  • Set up contracts and pay x20 Research Enumerators (Multiple candidates are available from previous research projects), for data collection, including support for domestic travel expenses.
  • Rent office space in Freetown.
  • Hire training venue and pay event costs for enumerator training.
  • Hire venue and pay events costs for stakeholder seminar.
  • Purchase and insure equipment (phone/ tablets) for enumerators as necessary.
  • • If not already in place, insurance should be organised to cover all contracted staff (Predoctoral Research Consultant, Research Assistants and Enumerators) for the duration of their contracts, which including fieldwork activities
  • Liaise with the ICTD Research Leads on at least a monthly basis, to ensure the smooth running of the project

 

Technical Proposal

You will be requested to provide details of how your organisation will provide the relevant services outlined in the Technical Requirements section above. This should include:

  1. A list of similar service provider work undertaken in the past 5 years including details of the funder, partner and budget and links to any associated published reports where available.
  2. A detailed description of your organisation, the team and network it has in place to carry out the work.
  3. Any other information related to the Technical Requirements / TORs Section or otherwise informed to the bidders in writing during the tender process, including a description of Covid-19 contingency plans.
