This project aims to hire one research officer to work with the reform team and Freetown City Council officials to document and derive lessons from the ongoing property tax reform in Freetown, Sierra Leone. The methodology used is qualitative in nature, based on a series of interviews with stakeholders in the Freetown reform. The output of the project will be at least one in-depth case study that outlines the key aspects of the reform programme and captures the political economy conditions and constraints shaping reform outcomes.
